Improve Workflow Feature

Workflows is a great feature to have, but it has greatly restricted use when you limit the ability to pick a "realtive to" date to only events that occur *after* other events.  In order to be truly effective, we need to be able to schedule tasks and events *before* other relative tasks and events. 

For Example: Say I want to make a workflow called "Summary Judgment Hearing".  I would need to create an event called "Hearing."  And, when that event is scheduled, then I can create tasks relative to that event.  For example, I am required to file a Reply to the opposing party's "Response" no later than 5 days prior to the "Hearing."  So, I need to be able to select the option *before* a relative date.
